All types of trucking, transport, transit lines and motor carriers for hire are subject to numerous rules, regulations and laws established by state and federal agencies. Truckers who operate within a single state are subject to the regulations and statutes of that state only. Operations conducted between states fall into the domain of interstate commerce and are subject to the United States Department of Transportation Federal Motor Carrier Safety Regulations. These regulations address the relationship between the motor carrier and the public. They are concerned with the liability of the motor carrier for injury to persons and damage to the property of others, and the responsibility to the owner of shipments or to passengers riding in a conveyance. The motor carrier must have insurance coverage with acceptable insurance companies to meet those financial responsibilities to the public. If traditional insurance coverage is not written, certain minimum self-insurance requirements must be met.
